[Users] Can't add plugin to toolbar

Claw 3.10.2

I'm trying to add a plugin ("Mark as Spam" if it matters) to a toolbar. In
the toolbar dialog, the item type can be "Internal Function", "User
Action", "Plugins" or "Separator".

I can't select "Plugins". As the mouse pointer passes over the list,
each is highlighted in turn, except Plugins.

Am I missing something somewhere?
