Second version of the GnuTLS set priority patch

As agreed with Paul I have reimplemented this feature as a hidden account
preference. I wanted to update the hidden preferences section of the manual but
the section only talks about generic hidden settings, not per-account ones.
Please let me know if I should still add description of this option to the
manual.
