[Users] GPG passphrase with *every* outgoing email

I'm still finding that I have to enter my GPG passphrase into a
pinentry popup for every mail I send, in spite of the checkbox being
ticked for remembering the passphrase for a session. Should I report it
as a bug please?

This is on claws-mail version 3.9.2-31-g50116e.

What do I have to do to get it working right please?
