You can easily trick CM into doing this on a per-folder basis...
[folder]->Properties->Compose
   check "Default BCC" and type a single space as the address.
With this folder selected, compose a new email -- the single space is
ignored...  :)

Oops...  this may be considered a bug and eventually fixed...  :)
