[Users] Strange behaviour when trying to open .doc with Libreoffice

I'm seeing something similar when I attempt to open a text file with
kate. I haven't figured out exactly what the problem is, but I've
isolated the bug to something in KDE. It's not launching kate properly.
It works from the command line, but not from another program.
