[Users] Outdated KDEservicemenus in the web tools section

Hi all,

The version for the KDEservicemenus tool from the tools section in the
Claws Mail site [1] seems to be 1.4, only supporting KDE3, while the
one distributed with Claws Mail 3.9.0 sources is 1.6, supporting both
KDE3 and KDE4.

It took me a while figuring it out. It would be great to have the last
version linked there.
