A properly configured MTA should send the mail to all recipients and
only report failure to the failing address, so it knows the
Envelope-To: address for each recipient and keeps that separate from the
list of addressees on the To: address.

I would hope that most ISPs would have properly configured MTAs, but if
you run your own it would be up to you to configure it correctly.
