This is not a bug.  You've not got a copy of the recipient's private key
to decrypt the message.  TO get arounf the issue, you need to set up CM
thus;

In Account Prefs/Privacy, you need to set "Encrpyt with own key as well
as recipients".  Now you should be able to read the copy in sent
messages.
