[Users] Unable to change Content-Type: text/plain; charset=US-ASCII Content-Transfer-Encoding: 7bit

I have tried manually changing the 
Content-Type: text/plain; charset=US-ASCII 
Content-Transfer-Encoding:7bit

to

Content-Type: text/plain; charset=UTF-8
Content-Transfer-Encoding:8bit

without success. I tried making the changes and then restarting
claws-mails thinking that perhaps it needed to be restarted but that
did not work either.

Claws Mail version 3.8.0

System Information
GTK+ 2.24.6 / GLib 2.28.8
Locale: C (charset: US-ASCII)
Operating System: FreeBSD 8.2-STABLE (amd64)

I am probably doing something really stupid here but I don't know what.
