When automatic checking is enabled, the time interval is a global one.
This request is to enable a custom time interval for each account, since all
the configured accounts may not have the same importance.

I join a patch that do the following:
 - add a time setting in the page 'receive' of the account preferences;
 - set timers by accounts if they are requested, otherwise use the global one.

I did some tests and it seems ok.
If you agree to integrate it, I would like to enhance it (for instance, the
case of a custom command for fetching mail is not considered in the current
patch).
