[Translators] Romanian translation

I started the translation for Romanian. I am also the maintainer for the
Sypheed translation (well, except for approx ~20 missing strings
pending translation update), which may do the work somewhat easier.

I will work slowly on it, in offline mode (i.e. using Poedit). If
someone wishes to take it instead, please let me know.

I started by importing the Sylpheed strings "as is" which gave approx
16%, meanwhile I advanced to ~25%. To be continued...
