  You can send an updated translation at any time you want, you don't need
to wait until string freeze. Anybody with commit access will be pleased
to commit it at some point. You only need to be able to build CVS version,
but that's not so complicated.

  Of course, there's no need to send an updated translation with every
string change on CVS :)
